The weather engine

The inputs
Every network is scored twice a day against the weather and the soil moisture at its own location — from national weather services and open climate data, not a scraped consumer app. Twice a day is the cadence those sources actually publish at, so every check reads something new rather than dressing up the same number as freshness.

Per trail, not per region
The same rainfall means different things on different ground, so the score is adjusted per trail using what the trail's own geometry says about it — the compass direction it faces and its average grade. North-facing holds water; a flat section pools where a steep one sheds.

Who wins
The engine can raise a flag; it cannot overrule the crew lead who drove past an hour ago. An operator's setting stands until they change it, and the automation is switchable off entirely for an organization that would rather every status came from a human.
